A brief overview of the Bali Mandate decided in Bali, Indonesia
Despite America’s unwillingness to co-operate, the Bali talks have made some headway and demonstrated that not all governments are hopelessly shortsighted. Indeed, more was agreed than was expected, particularly when the United States, Canada and Australia stalled so badly, the latter two giving way just in time.
Most crucially, governments agreed that emission reductions of 25-40% will be necessary by 2020.
Reducing deforestation, and making greener technology more available to developing nations was discussed. Intentions are good, but we are still a long way from action.
Countries who have signed up to the Kyoto agreement are progressing with it, but this still doesn’t have full international support – the United States being notably uncooperative again.
There will be an Adaption Fund to help developing countries – who will be hardest hit by climate change, but this is unlikely to be sufficient for future needs. The system for this funding has been discussed, but as I understand it the money is not actually in place.
There is still far too much debating, discussing and setting targets for years to come, and not enough immediate action.
