It is international, but if you are heading to a public event you may find it listed. If you are organizing an event, you are free to list it and direct participants to the site. Another useful site is Liftshare: https://www.liftshare.org/uk/comstart.asp which is a UK based site also linking drivers and potential passengers. Its focus seems to be on linking people for regular commutes, but one offs are catered for too.
Most of the pollution caused by a vehicle on the road is generated in its manufacture, not in the burning of fuel.
However, the use of biodiesel is an interesting development in terms of fuelling cars. Biodiesel is created from a variety of sources. Some sources have a postive impact on the environment others have quite the opposite. This is explored in the article below.
